Chip Game Meeting Summary

Ms. Darla Miller welcomed the group and led a discussion regarding the goals for the previous two meetings. Ms. Miller then asked the group to review the list of issues that was brought before the group at the last Committee meeting and make sure that they agreed with what was on the list. The list included the following items:

Issues:

  • Water quality/quantity degradation
  • Coastal integrity
  • Loss of agriculture/silviculture
  • Wetland Loss
  • Habitat Loss/Fragmentation (e.g. Black Bear)
  • Public land connectivity/access
  • Spring/Sink/River Protection
  • Increased carbon footprint
  • Increased flooding potential
  • Green Building Practices (added to list)
  • Historical/Cultural impacts (taken off list)
  • Increased use of hazardous chemicals (taken off list)

This list was discussed and modified by the Committee in the following manner. The items that the Committee felt should be removed have been stricken and the item that the Committee felt should be added has been underlined.
Issues, Revised August 9, 2007:
  • Water quality/quantity degradation
  • Coastal integrity
  • Loss of agriculture/silviculture

  • Habitat Loss/Fragmentation (e.g. Black Bear)
  • Public land connectivity/access (the word “access” was removed)
  • Spring/Sink/River Protection
  • Increased carbon footprint (the Committee felt that this item should be removed)
  • Increased flooding potential
  • Green Building Practices (added to list) (the Committee felt that this item should be removed)
  • Historical/Cultural impacts (taken off list) (the Committee felt that this item would be taken care of under other rules or regulations and that it should be removed)
  • Increased use of hazardous chemicals (taken off list) (the Committee felt that this item would be taken care of under other rules or regulations and that it should be removed)
  • Access to gulf other water and land (the Committee felt that this item should be added to the list as an issue to keep in mind).

Ms. Miller and Mr. Jim Sellen gave a brief review of the Chip Game rules. Mr. Sellen clarified that the purpose of the exercise is to place development where the committee thinks it will go if nothing changes, not where the committee wants new development to be located. The Chip Game is an exercise and does not represent the final plan.

The Committee then began placing chips on the base map.

Infill Development:

Mr. Sellen got the Committee going by first asking them about infill. Do they think infill will occur an dif yes, then where will it occur. The Committee agreed that it will and placed 4 of the 9 dots on Perry, 3 on Steinhathchee and 2 on Keaton Beach.

Coastal Development:

The Committee felt that dense development would occur along the unpreserved coast line. The chips that were placed included the following:

  • Steinhatchee:
    • 4 DU/Acre = 16
    • 2 DU/Acre = 4
  • Keaton and Deckle Beach:
    • 4 DU/Acre = 7
    • 2 DU/Acre = 5
    • 1 DU/Acre = 1
  • Western Portion of the County near Econfina Landing:
    • 4 DU/Acre = 2

The issues or comments made that referred to this development pattern include:

  • Need to have central sewer and water to accommodate this growth pattern
  • Issue regarding developing in the Coastal High Hazard Area
  • Although hurricanes have not been an issue for Taylor County, the impact of one hitting Taylor County with dense coastal development cannot be ignored
  • Increase stormwater runoff
  • Impact to natural systems due to fertilizer use
  • Seagrass impacts
  • Decreased water quality in the Gulf

Although the Committee placed the dots over Keaton and Deckle Beaches, they agreed that some of the dots should be removed and placed along the roads to Perry.

Internal County Development:

The Committee knew that a large lot subdivision was being proposed in the eastern portion of the county, so they placed on 1DU/20 Acre dot in this area. They felt that this would be an area where hunting may still be allowed.

They also felt that some additional development would happen adjacent to Perry, but that the development would primarily occur along the roads to Tallahassee. The following dots were placed around Perry and/or along the roadways:

  • 4 DU/Acre = 1
  • 2 DU/Acre = 2
  • 1 DU/Acre = 6
  • 1 DU/2 Acres = 3
  • 1 DU/5 Acres = 3
  • 1 DU/20 Acres = 1

They felt that the issues in these areas would include:

  • Development along the major roadways to Tallahassee
  • Folks in these areas want space, solitude and self reliance
  • These areas will include lower property values/taxes
  • These would all be on well and septic, thus adding to increase water quality and quantity degradation

Areas in the western portion of the county (along the Econfina) would have the following issues:

  • Would allow hunting
  • Would include some river access
  • Still accessible to Tallahassee
  • Increase habitat fragmentation
  • Need to identify the bear habitats and corridors
